Just curious... What is the advantage of storing the timebase as a fraction?

Basically it's easy, but there is one question left at this time. Timecode values are stored as "00:10:35:13/(25,1)" for example.
My question is about the "(25,1)" : is the "25" in this example the timebase or the actual frame rate and what does the "1" mean?
