Thanks for the information, and I can see how it would work using apple events for import. I wanted to do and Export plug in, but I cannot find an apple event to trigger the sequence export. The idea would be to have the sequence export to a quicktime in it's current settings (sequence settings) which I could then read and convert to the new output formats. Does anyone know how to trigger/monitor that?
Thanks, James

There is no publicly available API to do what you want at this time.
Writing a separate app which modifies exported XML and leverages the documented Apple Events is the only supported way to do this.

Thank you. I understand and have read the documentation concerning XML and AppleEvents but what I want to do is write a plugin that appears in the File>Import menu and/or Tools menu within Final Cut Pro that essentially launches my application along side of Final Cut Pro. I cited Sony's XDCAM plugin because that's what it appears to do—when you click Import Sony XDCAM... in the file menu of Final Cut Pro, it looks as they it's just opening their application and not much more.
