Christopher,
You have probably already solved this, but the only time I have had trouble deleting a user is if that user is logged in. Then the minus is grayed out.
Otherwise, so long as one admin user exists I can delete any user, admin or otherwise.

I don't think it's possible. I think the best you can do is trash any
files that you are worried about in that account and add another admin
account like you are doing.
