Generally, Apple supports the current and pervious OS. 10.6.8 Hasn’t been developed in quite some time, and as such lacks modernization seen in Server on OS X 10.9. Of note is that 10.6 server only supports Managed Client Settings (MCX) where I am generally recommending 10.9 clients be managed with configuration profiles. The best way to manage 10.9 clients is with Server running on OS X 10.9. I don’t recommend supporting 10.9 clients with 10.6 server.
That said, for shared use computers, I recommend a non-syncing local home with network authentication, not the pure network homes it sounds like you are using. You can manage user shares to appear in the dock, and instruct users to manually save files to their share.

So you can and should experiment with managing diverse clients with what you have on hand, but near term I recommend you standardize on 10.9 for Server. It sounds like that Xserve should be up to the task of upgrading.
