Good morning, Russett.
What you’re asking for is straightforward, but the products have shifted enough
that there’s fewer clear answer today. There is still a possible path, though.
What you’re missing is a big, red “easy” button on a single box for caching
both App Store / Apple Ecosystem content as well as caching for all http and
https traffic. It doesn’t exist, but can be built.

from the Mac OS 10.9 (Mavericks) days and earlier regarding getting AMP
(Apache, MySQL and PHP) up and running in a clean, simple container for Mac.
Today, that exists primarily in two places; the MAMP container
<https://www.mamp.info/en/downloads/?m=1530180376&> and Homebrew
<https://brew.sh/>. You can evaluate both options and choose one. Don’t try to
do both, as there will be overlap, duplicate binaries/repositories and it gets
messy in a hurry.
Your mileage will vary, but I installed Homebrew on a Mojave Mac last month and
it’s been sitting idle. This morning, I ran installers for php, mysql, apache
and squid <https://formulae.brew.sh/formula/squid>. No errors and I can see the
services running, as well as get to the config pages.
As with all things commercial vs open, the most important thing to decide is
where your support comes from. There are a lot of options listed on the Squid
support page <http://www.squid-cache.org/Support/services.html> but I’d vet
that list pretty thoroughly and have a partner lined up in the event that you
need to call someone. The MacAdmin’s Slack <https://macadmins.slack.com/> is
awesome, and has a Homebrew channel, but you’ll also want to find a community
of Squid experts out there (if Squid is what you go with). If you’ve got the
chops yourself to troubleshoot with the support of the community, then you’re
obviously saving a lot of time and money.
