Try first:
fink scanpackages
fink selfupdate-rsync
then try again your install. This fixed it for me, on a similar problem.

ps a few other questions jump to mind:
1) how do I get the emacs that already exists in X11 to open a new
window when it is run
(and how do I work the buttons at the top of the window)?
2)how do I add apps to the applications button (in the doc) ?
