Because it's a voluntary project, and the developers probably have real
jobs to do most of the time. And because the terminal mode versions of
the programs work. These programs came from Debian, where they have
been used for a long time before Mac OS X appeared. Debian also doesn't
have a decent graphical package manager - several have been tried (for
example, gnome-apt) but none of them work as well as the command line
applications.
If it matters that much to you, offer the developers your help.

Because you'd have downloaded them from the Apple Developer Connection
web site. If you haven't done that, then your tools are those supplied
with the OS, and these are not the most up-to-date.
