When I run emacs under X11 and try to read files that include the
extra characters in European-1 (characters needed for Icelandic) the
special characters don't display properly, even if the language
environment is set to European-1. It seems that I cannot access the
iso-8859-1 character set. But I can't work out how to fix this.
Hmm, latin 1 should be default for most operations. What happens if you
use ^X RET c iso8859-1 when you open the file (before ^X ^F)? If it
works then it could be the automatic encoding detection that gets it
wrong somehow, but I'm not really sure how to fix that.
Also you could try ^X RET t to set the terminal encoding to either
latin 1 or UTF-8 (not sure if that applies in X11).
