We have a product which runs on OS X and _requires_ that the
user have installed X11. I know you can install it when you install
the OS, but you have to go out of your way to "Customize" the install.
Last week, we installed Tiger to test our product under it and forgot
to do the customize step and install X11. Since this is a likely situation
for our end users, we tried installing X11 separately and it refused to
install because it said it was already installed. It was partly, the
/usr/X11R6 directory was still there because we didn't wipe the machine
first, but the icon to start it was missing from /Applications/Utilities.
Yes, you can say we should have wiped the machine first and then
it might have installed, but that would be missing the point: would
your average user think of doing that? Most likely not!
