Yes - vnc is a remote desktop system - not a multi-user graphical

multi-tasking, multi-user BSD-type platform.
The "Mac OS X GUI" may be intrinsically single user, but that doesn't
mean that multiple instances of this GUI, or multiple graphical
representations of one application, couldn't still run on one machine
and be exported to another display (a la Windows Terminal Services or
NXhost; does NOT necessarily have to be X11). I would fall all over
myself if a future version of Mac OS X Server had Terminal
Services-like functionality.
