And if one includes
*VT100.translations: #override\
<Key>Prior: scroll-back(1,pages) \n\
<Key>Next: scroll-forw(1,pages)\n\
in .Xdefaults, then PageUp, PageDown will do it without having to use
the shift key, which is even better.
I have yet to find any X windows based terminal emulator, other than
xterm, where I could figure out how to get PageUp and PageDown to
work *without* a modifier key such as Shift. And to me, that makes
them completely unacceptable.

I would caution from moving away from xterm as a standard CLI.
Most systems that I have worked on have had virtually identical
xterm environments and worked flawlessly once I got used to the
way that xterm interacts.
I have included an excerpt of the .Xdefaults file that contains specific
parameters for xterm execution.
---------------snip-----------------
xterm*Background: white
xterm*cursorBlink: true
xterm*saveLines: 1000
xterm*scrollBar: true
xterm*rightScrollBar: true

By the way, while in an xterm one does not have to use the
mouse to scroll virtually in all cases the shift-page up/down button
combinations will perform the scrolling quite well.
