I should mention that on my Powerbook, I get the exact behavior you
mention if I don't hold down the option key while scrolling. But if I
do use the option key, it works fine, and I have done nothing to my
xmodmap.

XMODMAP?
Most of the suggestions are similar, and I am very grateful, but I
have tried most of them them many times before. As I mentioned, I
get the scroll bars, the vertical double arrow icon when I hover in
the scrollbar, the vertical single up arrow icon when I try to drag
in the scrollbar -- but nothing actually scrolls.
I have a PB. While I use a three-button mouse, when it is not
connected, my built-in mouse moves the scroll widget when I hold down
the button and move up the track pad. The following in just some of
what is in my .Xresources file some is probably superfluous, but after
a few tries at getting it to work, I gave up figuring out what was not
needed. Except for the first line, I aligned on the colon to make
improperly wrapping lines show up.
Don't forget `xrdb -merge ~/.Xresources' which I have in my ~/.xinitrc
file.
