I'm having this same problem. Using xev shows that the mouse-4 and
mouse-5 events the scroll wheel should be generating don't get
generated until some apparent scrolling speed threshhold is exceeded.
I see the problem both on Apple's Tiger X11 and on X.org 6.8.2-35 as
installed from source by fink.
Scroll events generated by a Keyboard Maestro macro *DO* translate
correctly into X11 mouse-4 and mouse-5 events.
Does anyone know if a bug report has been filed on this? Should I
file it under bugreport.apple.com or with the X.org bug database?
