Be sure you're using the X11User.pkg from your installation disc, not
one downloaded from Apple, which is only for 10.3.x.
Also, you might try:
sudo rm -rf /etc/X11
sudo rm -rf /usr/X11R6
sudo rm -rf /Applications/Utilities/X11*
sudo rm -rf /Library/Receipts/X11*
Then reinstall X11User.pkg
