It COULD work for PRIMARY if control-C also sets the PRIMARY
selection! Just use BOTH clipboards. When pasting, use CLIPBOARD,
which makes the reasonable assumption the user selected text and then
copied it, rather than depending on just select and paste.
Drag and drop could also be supported here? :-) But one thing at a
time.

One way to deal with this in both directions would be for X11 to
intercept access to the CLIPBOARD selection and use the Mac
clipboard instead.
X apps use a couple of different methods to deal with the "clipboard"
http://www.freedesktop.org/wiki/Specifications/ClipboardsWiki
If an X client sets the CLIPBOARD selection, the server (X11) could
grab that content and place it onto the Mac clipboard. Likewise,
when an X client tries to retrieve the CLIPBOARD extension, the X
server could intercept it and give the client the current contents
of the Mac clipboard.
This doesn't do anything for people who like to paste from the
PRIMARY selection using the middle mouse button (which is the way
you paste into an xterm), but for X apps that use Ctrl-C, Ctrl-V or
have an Edit menu, this is how they usually expect to work.

Obviously, you want it to paste when you hit Cmd-V -- and we could
probably assume you want it to paste into the frontmost window.
If by "frontmost window" you really mean the window with focus,
then OK. But
if one is using focus-follows-mouse, and the window with focus is
not also
frontmost, then pasting into the frontmost window violates POLA in
a rather
big way, I think.
