POLA = Principle of Least Astonishment, sometimes POLS for Principle of Least
Surprise.

This is precisely my point. I maintain that the user will _typically_ want to
paste into the window that has focus (which may be frontmost, but may not) and
will be somewhat astonished if the paste occurs somewhere else.
