Yes, it doesn't happen until you restart X11. It's also possible that any changes you make to the plist while X11 is running may be overwritten when you quit X11. For this reason, I suggest quitting X11, running the command you've shown in
Terminal.app (rather than in an xterm), and then start X11.
I use this setting on X11 for work (since I came from using Solaris/Linux with window managers that use the "focus follows mouse" model) and it works great.
