What if you configure the launcher so that the command it runs is this:
LANG=en_US.UTF-8 xterm -u8 ...
(where ... is whatever comes after "xterm" now)
If it's using exec() directly instead of the shell, it won't like
that, but then you can try this:
bash -c "LANG=en_US.UTF-8 xterm -u8 ..."
