In my experience, the best way to do that (on the mac) is to do it at
the OS level. Get Ukelele and play with your keyboard layout to your
heart's content.
Where is the default ".xinitrc" (or equivalent global file) located
in v2.3.2.1?
/usr/X11/lib/X11/xinit/xinitrc
Looks to be different than the version shipped by Apple.
AFAICT, the location is the same, at least if you run Leopard and have
followed system upgrades. Here are two useful commands to try:
pkgutil --files org.x.X11.pkg | grep xinitrc
pkgutil --files com.apple.pkg.X11User | grep xinitrc
