I investigated a bit more, and you do indeed need to do more to make
it work: Just create a user account with the login name ">console".
Backstage magic takes care of the rest.
A bit of security advice, though: Some people suggest setting no
password (i.e., and empty one) on this account, since you will merely
get a login prompt anyhow. I think that is a mistake. If you have fast
user switching enabled and access the login window from the menu bar
while logged in, picking the >console user will get you a GUI
environment instead of the text console. With no password set, that
classifies as an "oops".
That seems like a bug in FUS to me. I'd suggest filing a bug report
at http://bugreport.apple.com about this, and hopefully it'll get
fixed. ssh should not let you login to an account without a password,
but can you get AFP (file sharing) access with it? That might be
something else to investigate.
