Don't. If you build with quartz support, you are on your own. I
don't know of anyone that tries to mix the two in one build.
If I remember correctly, I had some difficulty building pango using
the cairo that came with X11. Essentially I couldn't figure out how to
configure pango to build without Quartz, and so it was unhappy with
the "Quartz-less" cairo that comes with X11. But this was long ago,
and I was likely just being dense at the time.
