As unfortunate as it sounds, both Brandon's and Harold's suggestions of sleeping and polling the _NET_SUPPORTING_WM_CHECK property are probably the easiest way to solve this based on what I (don't) know about blackbox.
That being said, I'd do a little research into blackbox to see if they have a solution for this problem since it's not unique to XQuartz. Other WMs have a session manager that launch a set of utility agents, so I'd expect blackbox to have something similar. If it does, you may be able to launch the session manager as your $USERWM.
