Of course it won't. It's not a login shell. The bash man page explicitly states
~/.bash_profile, ~/.bash_login, or ~/.profile. By default, bash reads these
files when it is invoked as a login shell (see INVOCATION below).
A shell inside an XTerm is not a login shell unless you start XTerm with the
-ls option or set the loginShell resource (XTerm*loginShell).
