I think it's the key events rather than the mouse events that
don't arrive. When the mouse enters an xterm window, the text
cursor changes from a hollow rectangle to a solid rectangle so
it looks as though it has keyboard focus but any keys typed go
nowhere until I click the mouse in the window. Then typing works
and focus-follows-mouse works correctly after that with other
windows.
