Search "framework version" in your Xcode documentation... It should you bring to
ADC Home > Reference Library > Guides > Tools > Xcode > Framework Programming Guide
That's not his point. The fact is that there's a vecLib at the top level of /System/Library/Frameworks and one as a subframework of Accelerate.framework.
The top-level one came first, and then Accelerate came later; it made sense to put vecLib under Accelerate in order to group all the vector acceleration functionality, but many shipping apps link to the original one, so it can't move.
Both are the same; either will do, but don't use both. If you're using vImage too, add the Accelerate.framework to your project; if you're just using vecLib, you can use it standalone from /System/Library/Frameworks.
