At the first approximation, the groups in the Project navigator are simply a matter of your convenience in organizing the project. They do not reflect either file-system hierarchy or the role of the files in your project. (The exception is the "Products" group, which I've found pretty useless.)
So if you want your framework to appear in the Frameworks group, drag it in. By the same token, you could create groups called "Duckies" and "Bananas," divide the individual contents of the Frameworks group between them, and delete the Frameworks group.* It doesn't matter.
* (I think. It's possible Xcode special-cases that group, but the special case would be that it keeps it in the Project navigator, not that the group has any special meaning.)
