Yes, that is what we're saying. rm cannot change. As long as Apple wants to conform to the POSIX specification, rm must behave as described there: http://www.unix.org/single_unix_specification/ If you want to create a new operating system in which rm moves files to a trash directory, time is counted in minutes since 1970, all function names are in Spanish, and nobody's shell scripts work because nothing in /bin behaves as expected, go for it.
