That being said we did use PlistBuddy on our 10.4 installers and you might be able to *locate* a copy of it to include and use with your installer. Unfortunately PM has some bugs in the command line version of it but there are some workarounds. In your case you might be able to work around your issue by passing the '-i' option on the command line.
