I consider it a possibly undesirable behavior. If you create a new document, you expect to see a document window appear. Creating a memo is essentially the same as creating a new document, and so we show the memo window. However, it could be that it would be desirable not to open the window if the memo is created via AppleScript rather than by the user, or it might be appropriate to add an option to the event to suppress opening the window.

Since AppleScript is not officially supported currently, I can make no promises about how this might or might not change in the future, but suggestions are welcome.

When Palm desktop is hidden in the background under OS X, I get a zoom rect effect over the frontmost app when the memo is created - clearly this is not acceptable behavior.

This a bug in Mac OS X. Zoom rects should be obscured by overlapping windows, as they are on 9 (IIRC). Having said that, I might workaround the problem by suppressing zoom rects altogether when the app is not in the foreground, in some future version of the software. No promises though.
