(c) know of some premade solution (or a graphics/font app that is scriptable
to query pixel by pixel); or

Well, having just been looking at getting information out of image files, I could offer Corel Photo Paint Limited Edition (and presumably the full version of 8) running system 9 (the quick play I've had with Photo Paint for X it wasn't showing up in open dictionary), seems to let you set the rectangular selection area to whatever pixel values, and get the colour of that area. Might be worth you having a look if no-one has any better ideas.
