Absolutely. In pre-OS X systems you can put a script in the shutdown items
folder to do this; in X you'll need a script applet that finishes off with a
shutdown command. You can eject all the ejectables, get the disk of any
remaining items and move them to storage folders on their respective
volumes, and even record where icons were positioned on the desktop and
which windows were open.
I have some highly evolved scripts (for OS 9 - the X versions are still on
the drawing board) that do this kind of thing. They're very context
specific, so there's little point reproducing them here. Contact me off-list
if you want more info. (Yes, big boy, I'm inviting you round to my place to
look at my code. Cheeky.)

There are utilities that do that sort of stuff. It might be a bit of a tall
order for AS though.
