Huh. It works for me. And what's more, it doesn't add a 40 kB chunk of icons in the resource fork the way "select application" does for a single file.

Is the application with the selected creator code installed? It's probably possible to build an APPL that doesn't have a creator code these days. Also creator codes are case sensitive and must be blank filled to exactly four characters.
