I don't think this is currently possible. You can have access to the power management using 'pmset'[1] ( a command line utility).
You might have access to it using the IOKit framework, there is also the Power Management DDK (available at http://developer.Apple.com) that might let you do what you're referring to.




[1] : I've seen in the manual of pmset an argument called ams : AppleMotionSensor to park disk heads on sudden changes in G force
(anyone want to try ? :) )

I'm interested in extending the life of my iBook battery by limiting the charging/discharging to between 40 and 80 percent state of charge. I know that the state of charge can be determined with the command:

ioreg -l | grep IOBatteryInfo

Can I use AppleScript (or any other utility) with this information to stop battery charging if the battery level is above 80%?
