Lyle,

Yes, I did this once upon a time but it was more of a learning excersize (both for data parsing in AppleScript, and to learn the JPEG format itself).

For practical purposes I simply use Akua Sweet's "picture info for" command. Much easier, faster, and free :)

Either way, you will probably want to use a scripting addition as dealing with raw binary is no fun in plain vanilla AppleScript. If you want a learning project though, this is a good one!
