No quit menu in OS 8.6

I've got a largeish applescipt applet that I created in os 9.2.1 that I have
saved with "the stay open" option.

When I open that applet up on machines with OS 8.6, the quit menu is grayed
out. This does not happen on OS 9.2.1. Any idea why??

If I want my scripts to work in 8.6, do they have to be compiled and saved
in 8.6?
