The System Events application must be running for Folder Actions to work.
You'll find it in /System/Library/CoreServices. Drag it onto the System
Preferences Login window so that it will launch every time you log in.

I thought it must already be running, because I can attach the sample action that shows a dialog when items are added, and it runs.

But you may be right, because I cd'ed into that directory and did "open "system events.app"" (wouldn't let me go in via the Finder) and now my folder action does run!
