If you had the time to post it to cocoa-dev, you have the time to file a bug report.

If you don't file a bug report, the problem doesn't get into the queue to get fixed.

So far, all bugs I've filed against Panther have been fixed. Those I haven't, weren't. Make your own conclusions...

... but they'd better be that you file that bug report ;-)
