The system you've got, timer based, is what I've used several times previously, and seems a good one in my experience. I usually place some sort of limit on how much data (e.g. number of records) can be pending to save, at which point I force the save.

The problem you're suggesting with saving multiple times during a single import probably isn't a problem at all. Doing so might save your user a bit of inconvenience if your app crashes part way through the import - at least some of the import will be saved.
