Just about all of the system-wide mail settings have been moved from the Internet preference pane to Mail's preferences in 10.3. So try setting one up in Mail and try again...

Actually I've got two SMTP servers set up in Mail, one for my every day mail account and one for my mac.com account. Either NSMailDelivery fails when there are more than one or, more likely, I've got something else wrong but thanks.
