Ah ha, but "localization" is not the default spelling, it is the US dialect spelling. So putting it into a top-level category like "en" is wrong. [...]

I think most people will realise this is a political, not a programming issue...

Well, it's both. You're going to annoy your international users if you don't get your localisations right.
