If you are talking about running a daemon, see the information about StartupItems available on Apple's website, in which case your installer application asks for authorization. On the other hand, if you are talking about an ordinary GUI app, it must ask for the authorization on its own (As per the other 3 replies in this thread). You don't EVER do anything as root without asking the user first.
