That's most probably the CFHost API. Take a look at the
CFHostGetReachability() function.

There's also the SCNetwork calls in the SystemConfiguration framework.
SCNetworkCheckReachabilityByAddress() and
SCNetworkCheckReachabilityByName().

CFHostGetReachability() appears to be a wrapper around the SCNetwork
calls, btw.
