The fact is that Apple had ported part of the old Mac Human Interface Toolbox to Windows when they were porting QuickTime to Windows. So I would not be surprised if iTunes is just using this work to run on Windows. Since QT 6.4 is delivered with iTunes for OuinOuin, it tends to confirm this.
