I'm not aware of such a thing in Cocoa. However Carbon supports transitions and 10.3 supports the "genie-effect" transition which is approximately what you're looking for.

Have a look at MacWindows.h (HIToolbox subframework of the Carbon framework)
and search for TransitionWindow()
