XCode and tabbing

for some reason, the built-in editor in XCode wont allow me to tab when i'm typing after the first one on a new, empty line. for example, i type:

class client
{
public:
|<-- this is as far as the cursor will go; if i want to indent again, i have to put text on the line and then go back to the beginning of the line and hit tab.

is this a bug to report or is it a "feature" that i can't seem to turn off in the preferences?
