As far as I know any area of a window which is completely transparent can
be clicked right through. If it's opaque, it would be confusing if you
could click right through it since you wouldn't even be able to see what
you were clicking on. If it's partially transparent, I guess you want it
to behave like the brightness/volume displays which allow click-throughs
if I remember correctly. Come to think of it, I'm sure this has been
discussed on the list before. Try searching the archives.
