Palette window

Hello,
how can I make my panel window work as the palette window of Photoshop? More specify, in Photoshop when you choose a tool in the palette the project window still is the keyAndOrderedFront window. In my app when I click a button in the palette the window become keyAndOrd...(etc).
I choose the Panel properties "no activating panel", but it's not that the solution...
