The answer is yes and no. The API is not documented, and thus totally unsupported and subject to change, but it is exposed in the sense that it resides in a framework to which you can straightforwardly link you application. I posted some info on how to use this a little while back, see:

In it's current, unsupported state it's almost certainly dangerous to try to use this for a commercial application but if you just need to whip up a quick tool for your own use it works just fine.
