It might not be possible to add a file. There is non-localized yet locale specific :) English-Hyphenation.txt and EnglishHyphenationExc.txt in the AppKit Resources folder, but it's in the root level and not in English.lproj.
I have no idea if the contents are TeX like or not, but it would be interesting to know.
