There are 2 .pkg formats: the Mac OS X 10.0-10.1 format which relies on .info files to describe the attributes of a Package and the 10.2+ format which uses Info.plist and Description.plist files to describe the attributes of the format. Since you're using Panther and PackageMaker 1.1, you're using format 10.2 with a "compatibility layer" for old version of Mac OS X (10.0-10.1).

I'm not requiring any special authorization. Is that necessary for installing a framework?

Since the /Applications and /Library folder are root:admin drwrwxr-x, you need to ask for "Admin authorization".
